[Static Analyzer CI] Run ValidateChange before critical steps in Safer C++
build

Reviewed by Ryan Haddad.
Add ValidateChange before building a second time to prevent building when the PR
may have already been updated. This change, coupled with the change to add a
hash
to the PR comment, will reduce noise and improve clarity of PR comments.
