Unskip TestWebKitAPI.HSTS.Preconnect on debug macOS builds

Unreviewed.
The issue seems to have been common a few months ago, but I couldn't reproduce
the issue
locally after a few hundred test runs. I'm unskipping and I'll keep an eye on
the bots.
