[CMake] Update minimum ICU version to 70.1

Reviewed by Miguel Gomez.
Changeset 284568@main made ICU 70 the required minimum version.
In Linux, Harfbuzz and LibXML2 depend on ICU. Their versions are also
upgraded to the version featured in Ubuntu 22.04, the oldest Linux
distribution supportted at this moment.
