[Static Analyzer CI] EWS results should be uploaded from the tip-of-tree run
without expectations

When building from tip-of-tree without the PR changes, we should upload to
results database.
This is when we do not compare results against expectations.
* Tools/CISupport/ews-build/steps.py:
(FindUnexpectedStaticAnalyzerResults.run): Move upload options to the not
self.expectations case.
* Tools/CISupport/ews-build/steps_unittest.py: Fix unittests for full coverage
of both scenarios.
