Update WebAuthenticationUtils.cpp with safe buffer usage

Reviewed by Sihui Liu and Chris Dumez.
EWS is currently failing while building WebAuthenticationUtils.cpp due to
unsafe-buffer-usage error build flag. Add safe buffer usage so that EWS no
longer fails.
