  [threaded-animation-resolution] Adopt `WebAnimationTime` in 
`AcceleratedEffect`

In order to be able to support threaded animation resolution for scroll-driven 
animations,
we will need to deal with non-monotonic timing values and as such need to 
change `Seconds`
members to `WebAnimationTime` in `AcceleratedEffect`.
