Update the WebKit Bugzilla design

This change provides a design update to WebKit Bugzilla adding the following
new features:
- Modern look and feel
- Responsive design
- Support for light and dark modes
- Support for GitHub OAuth alternative login flow
- Single click copy bug info to clipboard for WebKit commit messages
- Modestly more organized component selection
- Quick jump to component via search/lookup
