[JSC] Add non-rope resolving fast path for toUpperCase

Reviewed by Yijia Huang.
This patch adds non-rope-resolving fast path for toUpperCase. Scanning
that and returning the original string without resolving a rope when it
is not necessary and when the rope is substring.
After this, we will also attempt to add toLowerCase version too if it is
profitable.
