Add ImageDataSettings.storageFormat

Reviewed by Cameron McCormack.
This will be used to determine the pixel format of the data
stored in an ImageData object; this is necessary to
eventually support HDR.
This patch only adds the ImageDataStorageFormat type (it's
not trivial to add an idl file!) and its use in
ImageDataSettings, but is still ignored otherwise.
