[ macOS iOS wk2 release ] webrtc/stats-timestamp-increases.html is a flaky
failure.

RTCStatsReport::Stats::Stats is reducing the time resolution of the timestamp.
We update stats-timestamp-increases.html to account for this loss of precision.
