Use LocaleICU on Windows

Reviewed by Fujii Hironori and Ross Kirsling.
LocaleICU is better maintained and having better functionality.
Also it makes Windows port more similar to the other ports using ICU
(GTK / WPE). Improving maintenability and consistency because Windows
port is using ICU for the rest.
