Roll iOS 17 queues forward to iOS 18.2. This PR started out life as a revert
but has been adapted to roll the remaining queues forward after rebasing on
main following 287571@main/c4a6e0b3761.
Reverted change:
Rolling back iOS queues from 18 -> 17.
