This is a llvm bug, passing `-march=riscv64gc -cpu=lp64d` from clang
will lost after it got llvm side. So we have to set arch here.

In case WebCodecs are used from Workers the WorkQueue creation was prone to
race conditions. Fix
this by building them from a once_flag handler.

[GStreamer][WebRTC] Start stats log timer only if WebRTC logs are enabled

The timer implies a relevant amount of memory allocations in GstWebRTC so
enable it only if the
corresponding log channel has been enabled with WEBKIT_DEBUG. There's no
need to collect logs if
they're not going to be logged.
