[Cleanup] RenderBox::computeLogicalWidthInFragment should apply
overridingLogicalWidth on non-grid items too

This is in preparation for cleaning up override sizing in RenderBox.
1. overridingLogicalWidth is not specific to grid items (see
webkit.org/b/285105)
2. we already apply it to flex items a few lines above (they need to be merged)
