[UnifiedPDF] Make UnifiedPDFEnabled a defaults-overridable preference

This patch enables overriding the default value of UnifiedPDFEnabled
with a platform user default, which is helpful to see UnifiedPDF behavior
in non-Safari clients, among other things.
