WebKit::FrameLoadState::removeObserver(FrameLoadStateObserver &) for

Reviewed by Pascoe.
When a page is suspended, the observer is removed from its main frame. So, we
need to add the observer
back when unsuspending the page. Also, update the variable name to better
reflect its purpose.
