[GTK][WebDriver][BiDi] Enable WebDriver-BiDi in WebKitGTK developer mode

As we did for WPE in 288245@main. This will help taking advantage of
WebKitGTK support in wpt.fyi to get coverage of WebDriver-BiDi tests.
