Enable MediaSourcePrefersDecompressionSession by default

This change got reverted in 289841@main, underlying problem that caused the
revert was identified and fixed in 289922@main, re-land it.
In line with the WebM player, always use a WebCoreDecompressionSession with
the VideoMediaSampleRenderer if allowed (e.g. not encrypted).
It allows for proper support of requestVideoFrameCallback under all
circumstances.
