[Cocoa] Support ST-2094-40 HDR metadata in WebM

Add support for parsing HDR10+ (aka SMPTE ST 2094-40) per-frame metadata
from WebM's BlockAdditional element, and passing that metadata through
the resulting CMSampleBuffer.
