[macOS] Add a corresponding readonly getter for obscured content insets

Small followup patch to 290178@main — add a readonly getter for the obscured
content inset,
specified by the WebKit client via `-_setObscuredContentInsets:immediate:` or
`-_setTopContentInset:immediate:`.
This allows clients of this SPI to (more conveniently) account for content
insets when calculating
web view geometry, without having to subclass `WKWebView` and override the new
setter,
`-_setObscuredContentInsets:immediate:`.
