Update Public Suffix tests since 網路.tw was removed from the TLD list

The domain "xn--zf0ao64a.tw", ("網路.tw" when decoded) was recently
removed from the Top-Level-Domain list
(https://github.com/publicsuffix/list/pull/2289).
So we update the failing API tests accordingly.
