TestWebKitAPI.WKWebView.IsDisplayingPDF is a constant timeout

Unreviewed test gardening.
Skip the UnifiedPDF portion of this API test on iOS debug for now since
we assert under WebCore::ScrollView::scrollTo() after 290220@main.
