[Swift] TBA versions not available in the open source build

https://commits.webkit.org/286580@main introduced TBA availability
versions for Swift based on info from WebKitAdditions. We never added
support for using these versions in public code.
Add a fallback definition of these availability versions that uses the
active deployment targets.
