[SwiftUI] Remove unnecessary `@_spi(CrossImportOverlay)` uses

Remove the uses of `@_spi(CrossImportOverlay)` which are not needed;
specifically, those applied to symbols
inside types that are themselves annotated as `@_spi(CrossImportOverlay)`.
