StringWrapperCFAllocator::allocator should ensure the main thread's RunLoop
is initialized.

Some users are seeing crashes where `RunLoop::main()` appears to return a
`nullptr` while running
`StringWrapperCFAllocator::deallocate`. It seems like someone should have
initialized the main
thread's RunLoop static variable already but it doesn't hurt to double check
when getting the
StringWrapperCFAllocator::allocator for the first time. This should
speculatively fix the crashes.
