[WPE] Do not build cog in developer-mode by default

Reviewed by Philippe Normand.
cog is failing to build sometimes in EWS due to sccache failing
to work. This is caused by meson finding sccache available and
wanting to use it. This can't be configured.
Currently there aren't many reasons to always build cog, so
disabling the build in developer mode should be OK.
