[JSC] Rename logJITCodeForPerf option to useJITDump

Reviewed by Sosuke Suzuki.
This patch renames logJITCodeForPerf to useJITDump as it can be used for
platforms that do not have `perf` command (like, macOS). So we do not
need to make this option a bit awkward. We also support Linux, macOS,
and Windows.
