Turn on ENABLE_UNPREFIXED_BACKDROP_FILTER for non-Apple platforms

Reviewed by Adrian Perez de Castro and Anne van Kesteren.
ENABLE_UNPREFIXED_BACKDROP_FILTER is on for all the latest Apple
platforms. Enable it for non-Apple platforms too.
This change has no effect for WebKitTestRunner because it enables all
experimental features.
