[SwiftUI] WebKit.swiftoverlay should build as part of WebKit.framework only,
not _WebKit_SwiftUI

Remove seemingly accidental _WebKit_SwiftUI target membership. It should
not be copied to the cross-import framework's "Resources" directory,
only to WebKit.framework's modules directory.
