[content-visibility] Do not layout inline content when formatting context
root is also skipped subtree root

While in this case we don't run layout on the inline content

we do on this content
<div style='content-visibility: hidden>
inline content
</div>
and the only reason why it is not observable (other than through dumping the
inline structures)
is because the skipped root has size and paint containments (0 auto height, no
painting child content).

This never really worked (hr does not get inserted inside the <details>) but now
at least we match Chrome by not even lying about it.
