Remove DeprecateAESCFBWebCryptoEnabled preference

Reviewed by Pascoe.
While here, also cleanup the RSAES-PKCS1-v1_5 deprecation and fix a
comparison to be fully ASCII case-insensitive which is also what we use
for identifier lookup later on.
Apart from the ASCII case-insensitive comparison fix there should be no
observable behavior changes from this change.
We remove a significant number of tests that now time out and adjust a
couple that can be reasonably salvaged.
