[GTK][WPE] Enable CSS Overscroll Behavior by default

CSS Overscroll Behavior <https://drafts.csswg.org/css-overscroll>
is a spec well supported by all the three main Web engines and
there is no reason for it to be disabled for GTK and WPE ports.
I have manually tested this and it works as expected. I also
ran the WPT test suite for css/css-overscroll-behavior and
now it passes the tests fine.
Unfortunately this patch is not marking any layout test as
passing because of bug https://webkit.org/b/263473 it is
still not possible to simulate wheel WPT actions.
