[WPE] WPE Platform: Dark mode setting does not work

Reviewed by Adrian Perez de Castro.
Implement PageClientImpl::effectiveAppearanceIsDark() checking the value
of dark mode setting and notify the page that appearance has changed
when the setting changes.
