Fix assertion in SWServer::clientIsAppInitiatedForRegistrableDomain

I hit this assertion when running
TestWebKitAPI.ServiceWorker.ServiceWorkerProcessSwapWithNoDelay
with site isolation enabled. It should be hardened.
