[macOS][Network Process] Allow required `task_restartable_ranges_register`
syscall

Reviewed by Per Arne Vollan.
Allow a required syscall to the network process on macOS. This syscall is
already allowed on iOS.
This should fix the sandbox violations in rdar://151737129 and rdar://150028801
in order to hopefully fix
the network process crash loop causing rdar://151625462.
