[css-pseudo] Support `text-orientation` on `::marker`

Reviewed by Tim Nguyen.
This patch aligns WebKit with Blink / Chromium.
It was clarified in CSSWG issue [1] that the `text-orientation` should have
effect on `marker`. Hence, this patch adds `text-orientation` and webkit
prefixed to property allow list.
