Remove obsolete app checks from shouldUseMouseGestureRecognizer

The combination of linked-on-or-after, mandatory usage of newer SDKs,
and most of these apps getting active updates, enables us to simplify
our code.
This code was added back in 2020 in 222230@main and 228838@main.
