[WPE] Fallback to display DMABuf format when failing to get toplevel format

Reviewed by Carlos Garcia Campos.
Older compositors may not support linux_dmabuf_v1_get_surface_feedback which
resulted in always requiring manually setting the format. Instead we can
fallback to the display format.
