WebCoreDecompressionSession calls
CMVideoFormatDescriptionCreateForImageBuffer more than it should

We re-use the CMFormatDescription for all samples of the same type, avoiding
unecessarily creating a new one
after each new decode.
No change in user observable behaviour. Covered by existing tests.
