[Style] Convert scrollbar-color to use strong style types

Reviewed by Tim Nguyen.
Updates the existing ScrollbarColor type to encapsulate the entire property
state by moving the Markable value inside. Also adds variant-like conformance
to remove need for custom extractor and serialization.
