[Gardening] 3 layout tests are failing with form control refresh enabled

Unreviewed test gardening.
fast/forms/fixed-size-checkbox-vertically-centered.html and
fast/forms/fixed-size-radio-vertically-centered.html are now skipped
on macOS Tahoe. The two tests expect the control to be limited in how
much they resize, but with form control refresh enabled, they scale
infinitely, causing the tests to fail.
fast/forms/datalist/input-appearance-range-with-datalist-rtl.html is
now skipped on macOS Tahoe as well due to the addition of an indicator
color for range controls which causes visual mismatch between the LTR
and RTL variants of the control.
