WebKit supports decoration painting in both sideways writing modes.
The reason these tests fail is the lack of text-decoration shorthand support
(see webkit.org/b/230083).
Let's switch to longhands as these WPTs are meant to test underline in
sideways, not the text-decoration shorthand.
