[Style] Convert cursor property to use strong style types

Reviewed by Darin Adler.
Adds a strong style type representation for the `cursor` property, but,
unlike other properties so far, the representation is not directly used
as the storage. `cursor` is instead kept broken apart, with its `predefined`
part stored in `RenderStyle::InheritedFlags` (as it has been) and the
`images` list stored in `StyleRareInheritedData` (as it has been). What's
new is that `RenderStyle` now bundles them together for getting/setting,
with `RenderStyle::setCursor` taking the bundle and splitting it apart
for storage, and `RenderStyle::cursor()` re-bundling up the pieces. This
allows the generated code to treat this property normally.
