Enable document.caretPositionFromPoint() by default

Reviewed by Richard Robinson and Tim Horton.
Following 298313@main, all known issues with `caretPositionFromPoint()` are
resolved.
Test coverage exists in the form of WPTs in css/cssom and shadow-dom.
