Remove SWIFT_RETURNS_UNRETAINED from fromAPI

SWIFT_RETURNS_UNRETAINED is the default, unless a function is named
[Cc]reate[X]?
or [Cc]opy[X]?.
Having only one function annotated this way made it look like the others got
reference counting wrong, which is not the case.
