[WPE] Different WPE Release post-commit layout testers are reporting results
with same configuration

Implicitly set the `wpe-legacy-api` flavor when passing
`--wpe-legacy-api` to `run-webkit-tests`
This will allow splitting the WPE Platform and Legacy queue results into
two separate configurations from the point of view of the resultsdb
server.
