[WebXR] Add ENABLE_WEBXR_LAYERS build option for cmake based builds

ENABLE_WEBXR_LAYERS is defined for non-cmake builds in PlatformEnable.h.
We need something similar for CMake builds. Note that this option
depends on ENABLE_WEBXR.
No new tests, it's adding a build option that is already enabled
for non-CMake builds.
