[WPE] Unreviewed, fix build for 'WPE_PLATFORM=disabled'

Changeset 301049@main added a block of code that uses the functions 'screenData'
and 'primaryScreenDisplayID'. These functions are only defined when
'WPE_PLATFORM'
is enabled.
