[JSC] Make JSPromiseReaction Cell

Reviewed by Keith Miller and Sosuke Suzuki.
Now JSPromiseReaction is no longer used from any JS code. So let's just
make it JSCell. This makes the size of JSPromiseReaction smaller,
efficient for GC etc.
