[SPI checking] Disable on internal builds of watchOS

Unreviewed build fix.
https://bugs.webkit.org/show_bug.cgi?id=298468 fixed the script phase to
not run on tvOS, but it still runs on internal watchOS SDKs which fall
back to using iOS SDK conditionals.
